CompSoc dynamic DNS service

Today I finished off CompSoc's new dynamic DNS service.

Members can get pointed at an IP address of their choice by placing the address in a file in their home directory. The records are updated every minute and each 'A' record has a TTL of 60 seconds.

I've added a few methods of updating the address: hope they're useful. Thanks to Tim for Perl and DNS-fu.
